Ethics complaint alleges Rep. Lauren Boebert had sexual relationships with staffers
A sworn complaint filed with the U.S. House Committee on Ethics accuses Rep. Lauren Boebert (R-Colo.) of sexual relationships with three congressional employees under her supervision, in alleged violation of House rules that prohibit members from having sexual relationships with staff they oversee.

The complaint, dated Sept. 17, 2026, was filed by David B. Wheeler of American Muckrakers, a political organization that has long targeted Boebert. It names former District Director Clarice Navarro Ratzlaff, current District Chief of Staff Raven Finegan, and former Chief of Staff Jeffrey Small.
House Rule XXIII, clause 18(a), adopted after the #MeToo-era reforms, bars members from sexual relationships with employees under their supervision. Consent is not a defense under the rule. The complaint also alleges improper use of official and campaign funds, including year-end bonuses, a $5,000 campaign payment described as “consulting,” and an alleged payment of about $200,000 after Navarro left the office and, according to the filing, threatened an ethics complaint.
What the filing claims
The centerpiece of the complaint is an alleged multi-year relationship with Navarro, who served as district director from January 2021 until early 2025. The filing says encounters occurred during and after office hours, including in a district office, a vehicle for which mileage was reimbursed, and campaign-paid hotel rooms. It cites House payroll records showing roughly $449,000 in official pay over four years and year-end bonuses totaling about $30,650.
The same document alleges additional sexual relationships with Finegan and Small. A source cited in Wheeler’s accompanying article also claimed Boebert and Navarro had a threesome that included former Rep. Matt Gaetz—not a threesome involving only female staffers. That claim is unsourced beyond anonymous assertions and is not independently corroborated in mainstream reporting.
