California Governor Gavin Newsom signed a package of election-related bills on September 19, 2026, establishing new felony penalties for seizing ballots, election records, or certified voting technology before results are certified, and for certain interference with vote-by-mail ballots. The governor and his office framed the measures as defenses against potential interference by the Trump administration or others ahead of the November midterms.

The action fulfills a July 4 pledge by Newsom to strengthen protections for ballots and the electoral process. In a statement, Newsom said: “Donald Trump won’t stop until he can exert dictatorial control over your free vote and disenfranchise millions of people this November. California will stop him at every opportunity. We have no bigger task than fighting to protect the right to vote from interference and meddling – the future of democracy is on the line.” He added that the bills “build upon the wall California has built to safeguard our electoral process.”
