On a Wednesday night in Dallas, Donald Trump stood before a Republican midterm convention crowd and made a promise almost no sitting president has ever made so explicitly. If voters keep the House and Senate in Republican hands this November, every adult U.S. citizen would get $5,000. He called it the “Trump Dividend,” compared it to a company paying shareholders, and added one catch: the money had to be spent inside the United States.
The math is enormous
There are roughly 260–270 million adults in the United States. A $5,000 payment to each of them would cost on the order of $1.3 trillion. That is roughly the size of the entire U.S. defense budget. It is larger than the combined COVID-era stimulus checks. Tariff collections, which Trump has pointed to as the funding source, have been running far lower than that figure—even optimistic projections do not come close to covering a one-time $1.3 trillion payout.

Tariffs themselves are not free money from abroad. Importers pay them, and those costs typically get passed along to American businesses and consumers through higher prices. The government then collects the revenue. Sending that revenue back out as checks is, in a very real sense, recycling money that originated with the same people who would receive the checks. That is the core of the “using their own money” accusation.
